SANTA BARBARA, Calif. — October 31, 2026. A major proposed redevelopment at 3805 State Street and 110 South Hope Avenue is scheduled for a public hearing on November 9.
The City of Santa Barbara says the Staff Hearing Officer and Architectural Board of Review will hold a special joint meeting to consider the development known as The Neighborhood at State and Hope.
What officials will consider
According to the city’s October 22 announcement, the Staff Hearing Officer will consider a tentative subdivision map and a proposed environmental-review exemption. The Architectural Board of Review will consider the project drawings for design approval.
These are procedural land-use decisions. The announcement does not mean construction has been permitted or begun. A developer would still need to obtain relevant building permits and comply with project conditions after receiving necessary land-use approvals.
How neighbors can participate
Residents can examine the city’s project page and the posted hearing materials for information about building massing, traffic access, pedestrian safety and impacts on the surrounding commercial district. Comments should address the proposal and actual evidence rather than assume the outcome is predetermined.
The city lists Development Review Supervisor Megan Arciniega at MArciniega@SantaBarbaraCA.gov; hearing questions may be directed to 805-560-7543. Confirm the agenda and participation instructions before the hearing.
